Officially, she's been lifting up her shirt like that when she wants to have a tickle fest. It's her not so subtle hint to Mama.
But unofficially, it has been suggested (by more than one source) that Chica has taken to some exhibitionist behavior on account of Mama's frequent nursing.
If the latter is, in fact, the case, then I have absolutely no explanation for the fact that she flashed her belly and then hopped up on the chair and stripped off her pants.
'Cause last time I checked, my breastesses weren't hanging quite that low.
